Its the setting 'Proportion of towns that will become cities' (economy tab).

I asked dev guys about those settings and those settings only effect initial game start. These settings, don't influence growth. It just is about the amount of towns that will grow faster then others and the amount of towns that will have more population when starting a game. A small number of towns get classified as "cities", which start out with bigger size and grow faster these settings says how much faster and how much bigger. Size multiplier is how much bigger cities will be than normal towns at the start of the game. --[[User:Tneo|Tneo]] 16:29, 20 January 2008 (UTC)
