Some points, I like to have you known:
- old GRF Packs shouldn't be public available (at least not official)
- there should not be a pack without a complete GRF Tabe (list of GRFs with credits and links to official download location)
I think, we should more work for a good solution to manage the GRF Table, then automatism of generating packs....
for versioning, I vote for Nomenclature Type 2
